			<content:encoded><![CDATA[<p>This new law prohibits all <a title="Howard County | Insurance | Maryland " href="http://rhhinsuranceblog.com/" target="_blank">Maryland drivers </a>from using a Cell Phone with a Hands Free Device while operating a motor vehicle. In addition, the new law prohibit&#8217;s &#8220;a holder of a learner&#8217;s instructional permit or provisional driver&#8217;s license who is 18 years of age or older from driving a motor vehicle while using a handheld telephone&#8221;. The fine for the first offense is $$40 and subsequent offenses would be $100. The new law is a secondary offense, meaning that a driver must first be committing a primary offense such as speeding or reckless driving before they could be ticketed for a Cell Phone offense.</p>

On January 1, 2011, a <a title="Auto Insurance | Howard County | Insurance | Maryland" href="http://www.rhhinsurance.com/" target="_blank">new law </a>goes into effect, and drivers who get a payable traffic ticket in Maryland will no longer be given an automatic trial date to appear in court.</p>
<p>Here&#8217;s how the new <a title="Auto Insurance | Howard County | Insurance | Maryland" href=" http://www.rhhinsurance.com/" target="_blank">Maryland traffic ticket process</a> works: Drivers have three choices when they get a payable traffic ticket, and they must comply within 30 days or risk having their driver&#8217;s license suspended by the Motor Vehicle Administration.</p>
<p>The three choices:</p>
<p style="text-align: left;"><strong>1.</strong> Pay the traffic ticket fine.<br />
<strong>2.</strong> Ask for a waiver hearing instead of a trial. Waiver hearings are for drivers who don’t dispute the ticket, but want to have a judge hear an explanation before being sentenced.<br />
<strong>3.</strong> Ask for a court date for a trial.</p>

2. If you can&#8217;t drive the vehicle, it may be safer to stay in the vehicle and wait for help or use a cell phone to summon help. Under most circumstances standing outside the vehicle in the flow of traffic is a bad idea.<br />
3. Carry flares or triangles to use to mark your location once you get to the side of the road. Marking your vehicle’s location to give other drivers advance warning can be critical. Remember to put on your hazard lights!<br />
4. In the case of a blowout or a flat tire, move the vehicle to a safer place before attempting a repair—even if it means destroying the wheel getting there. The cost of a tire, rim or wheel is minor compared to endangering your safety.</p>

For the third year in a row, West Virginia tops the list of states where a collision is most likely to occur at 1 in 39 with Pennsylvania 1 in 94, and Virginia rounding out the top 10.</p>
<p>The fall, when deer are mating and in many rural areas drawn out of their habitat by hunters, is the time of year when the most deer-vehicle incidents are reported.  While Maryland has seen a 27% increase in deer-vehicle collisions in the past few years along with increases in other states, there are things you can do to help minimize your chances of being one of these statistics.</p>
<p>Defensive driving tips to avoid hitting a deer:</p>
<ul>
<li>Be especially attentive from sunset to midnight and during the hours shortly before and after sunrise. These are the highest risk times for deer-vehicle collisions.</li>
<li>Drive with caution when moving through deer-crossing zones, in areas known to have a large deer population and in areas where roads divide agricultural fields from forestland. Deer seldom run alone. If you see one deer, others may be nearby.</li>
<li>When driving at night, use high beam headlights when there is no oncoming traffic. The high beams will better illuminate the eyes of deer on or near the roadway.</li>
<li>Slow down and blow your horn with one long blast to frighten the deer away.</li>
<li>Brake firmly when you notice a deer in or near your path, but stay in your lane. Many serious crashes occur when drivers swerve to avoid a deer and hit another vehicle or lose control of their cars.</li>
<li>Always wear your seat belt. Most people injured in car/deer crashes were not wearing their seat belt.</li>
<li>Do not rely on devices such as deer whistles, deer fences and reflectors to deter deer. These devices have not been proven to reduce deer-vehicle collisions.</li>
</ul>
<p>If your vehicle strikes a deer, do not touch the animal. A frightened and wounded deer can hurt you or further injure itself. The best procedure is to get your car off the road, if possible, and call the police.</p>
